Days after a Target 9 Investigation revealed documents detailing pornography found on a computer inside the Martins Ferry Police Department, the lieutenant in charge of the department has been suspended. Monday, the mayor suspended Lt. Phil Hartman with pay. Officials said an outside agency is investigating and if any charges are filed they will reevaluate the administrative leave.

There will not be a second trial for former Martins Ferry police Chief Barry Carpenter. Belmont County Common Pleas Judge John M. Solovan II on Friday denied a motion by Carpenter for a second trial following his Nov. 23 conviction on felony charges of theft in office and receiving stolen property. The charges resulted from a celebrity scandal that involved the surrogate mother for the children of Sarah Jessica Parker and Matthew Broderick.

A former Martins Ferry police chief has filed an appeal in a case that sent him to prison for nearly three years and brother national media attention to the area.  

A former Martins Ferry police chief convicted in connection with a celebrity surrogate scandal filed an appeal Tuesday. Barry Carpenter's new defense attorney filed the paperwork in a Belmont County court. A judge previously declared that Carpenter is indigent, meaning Carpenter does not have to pay to appeal his conviction.
